ECTS is a category, not a single product
"Electronic Cargo Tracking System" is the trade-and-customs term for any system that combines physical security hardware (seals, locks, sensors) with cellular or satellite communication and a cloud-based monitoring platform to provide live cargo status. ECTS has been deployed at scale by customs authorities globally — Kenya Revenue Authority's Regional ECTS, Tanzania, Uganda, and a growing list of Indian transit-corridor initiatives all sit under the ECTS umbrella.
The three architectural layers
- Hardware layer. Electronic seals (e-seals), GPS trackers, optional environmental sensors (temperature, humidity, light, motion). The defining characteristic: each device authenticates itself to the platform, and physical tamper attempts produce electronic alerts.
- Communication layer. Cellular (4G LTE Cat-M1 / NB-IoT) for the inland leg; satellite (Iridium / Inmarsat) for transit through low-coverage regions where customs requires continuous visibility.
- Platform layer. Cloud-based command-and-control with role-based dashboards for shippers, transporters, customs officers, and control-room operators. Critically, the platform produces customs-grade audit logs: immutable, timestamped, exportable to PDF / XML for regulatory filing.
What customs authorities actually require
A customs-grade ECTS deployment typically requires: (1) tamper-evident sealing meeting ISO 17712:2013 'H' classification; (2) continuous position reporting with no more than a defined gap (often 15–30 minutes); (3) real-time alerting on door-open, geofence violation, or seal break; (4) chain-of-custody audit trail with operator identity at each handover; (5) integration into the customs administration's own monitoring system via API or message exchange.
